Startling Terror Tales was first published in May 1952 by Star Publications.

Star Publications was a small comic book producer that was owned by Leonard B. Cole, known as L. B. Cole.

Before he worked in comic books, Cole was involved in lithography. In the early 1940's he started his comic book career mainly illustrating covers. L.B. Cole had a long and well respected career and worked in all the comic book genres. He was a sci-fi fan and often managed to include sci-fi objects in non-related covers.

Cole's covers are known for being bright and attention grabbing, which he saw as a marketing device. He referred to the palette he used as 'poster colors'.
